Proposed Changes to CMBA Rules 2009-2010



Codes of Conduct:


Copy of Participation Agreement.

 

All signed copies of the “Copy of Participation Agreement” must be submitted to the office of Calgary Minor Basketball by the last day of November of the current season.

 

Section A


A2.3  A player may be registered with only one (1) CMBA team per season.

          A head coach may be registered with only one (1) CMBA team per season.


A7.   
The CMBA program shall be divided into the following age categories:

·         Mini – U11

·         Bantam – U13

·         Midget – U15

·         Juvenile – U17

·         Junior – U20



SECTION C

 

C7.      Teams are not allowed to press or double team at any time but help defense is allowed. Once a man is beaten another player may switch to defend the ball carrier but not until the original defender is clearly beaten.

 

C7.1    All Mini teams must play man-to-man defense only.

 

C7.2    Double teaming the ball carrier is not allowed in the Mini Category.

 

C13.    The following teams must play man-to-man defense.

·         All Mini Divisions

·         All Bantam divisions.

·         Midget B2 to C5 divisions.

 

C14.    The following teams may employ either man-to-man defense or zone defense:

·         Midget A and B1 divisions.

·         All Juvenile and Junior divisions.

 

C16.    Double teaming the ball carrier is allowed except in the Mini category. A player may not be double teamed unless they are in possession of the ball. The referee will stop play for violation and warn the offending coach and player(s). A technical foul will be issued for continued violation. Triple teaming is deemed to be zone defense.

 

C19.    Style of uniform shall be optional. However each player on the floor must be wearing a team shirt or jersey with visible numbers on the front and back. The team may use any uniform numbers with a maximum of two   digits. No player will be allowed to play without a uniform. The style of shorts is optional, however the following are not allowed: cut-offs, jams or tear away shorts, pockets, pockets turned inside-out, pocket openings, slits, tears in the material or belt loops. All teams are expected to have at least seven (7) pennies’ or reversible jerseys available if both teams are wearing the same color uniforms. If pennies’ are not available and neither team has reversible jerseys, the game will be forfeited by the visiting team. Communities are encouraged to switch to FIBA numbers when replacing their uniforms (4-15, 20-25, 30-35, 40-45, and 50-55). There should be no numbers larger than 6 except 6, 7, 8, 9 (i.e. 16-19, 26-29, etc. are not allowed).  Any numbers larger than 55 are also not allowed by FIBA and should be retired by the community when acquiring new uniforms.

 

C23.    All body jewelry (including studs of any kind) and watches are strictly forbidden.  Taping of hair accessories and jewelry is NOT allowed.  Religious medals must be taped inside the player's jersey. Medical bracelets must be removed.

 

 

SECTION D

 

D8.      Any participant (coach, assistant coach, player or spectator) who makes intentional harmful physical contact or perceived harmful contact with a referee will automatically be ejected from the gym. The individual will be suspended from any form of participation in CMBA play until the Discipline Committee of CMBA reviews the incident. The individual may not resume participation in CMBA play until he/she receives reinstatement in writing. Coaches, players and/or bench personnel may also be suspended for engaging in the following actions in addition to being assessed a technical foul:

Questioning the integrity of an official by words or gestures.

Physically charging toward an official.

Directing personal, vulgar or profane remarks or gestures toward an official.

Excessively demonstrating officiating signals. Voicing displeasure about officiating through continuous verbal remarks and not using the Team Captain to interact with the official. A warning will be given initially to keep it from becoming continuous.

Using disrespectful or unsporting words, gestures or actions toward an opposing player or coach or official.

Leaving the coaching box for an unauthorized reason and/or stepping onto the floor at any time without express permission from the officials are in violation of the bench-decorum rules and may be assessed a direct technical foul and might be asked to leave the gym until time runs out at which time the game officials jurisdiction ends. This includes the structure in which the gym is located since a coach could influence a game by standing just outside the gym in an open doorway.

 

D19.    Where facilities allow, spectators will watch the game from the side opposite the team benches. Spectator behavior during the game is the responsibility of the head coach. Spectators who interfere with the game may be asked by the coach to leave the gym. Refusal of a spectator to leave when requested will result in a technical foul charged to the coach and in suspension of play until the spectator leaves or may lead to forfeiture of the game by the team to which that spectator belongs. Spectators may NOT cross the court after the game to voice displeasure with the officiating. Spectators who do so may be suspended and the team held responsible for their behavior. Team and community representatives who refuse to cooperate with the discipline committee to identify the spectators alleged to have contravened the participation agreement may also be sanctioned at the discretion of the discipline committee.

 

D23.    Playoff and Seeding Round tie breaker procedure:

In the event of a tie at the end of regulation time in the Seeding Round or Playoffs, the winner will be decided by the first team to score 4 points in overtime. The overtime period will consist of a 3 minute running time period. The overtime period will continue until a winner is declared. The overtime period will begin immediately, by alternate possession. The ball will be inbounded by the team entitled to the next possession.

Each team will be allowed a one (1) minute time-out for the overtime period. Players who were fouled out or ejected during regulation time will not be allowed to participate in the overtime.

Tied games are allowed in the regular season only.

 

FIBA Rules – Major Points


Ball Returned to the Backcourt.

The ball is considered to be returned to the backcourt when:

The ball touches the backcourt.

The ball touches a player or an official who has part of his body in contact with the backcourt.

·         The ball may not be returned to the backcourt after the dribbler’s two feet AND the ball are in the front court. This applies only to the dribbler and not to another player receiving a pass.

·         It is not a violation if a player, who jumps from his frontcourt, establishes a new team control while still airborne and then lands in his team’s backcourt.



FIBA RULE MODIFICATIONS

UNSPORTSMANLIKE FOUL

·         If a defensive player causes contact with an opponent from behind or laterally in an attempt to stop a fast break and there is no opponent between the offensive player and the opponents’ basket, then the contact shall be judged to be unsportsmanlike.

 
TECHNICAL FOUL

·         Non-contact fouls on live or dead ball. Penalty is 2 shots plus possession at centre line. The ball can be thrown-in anywhere on the court.

·         When an official warning is given to a player for an action or behavior which if repeated may lead to a technical foul, that warning shall also be communicated to the coach of that team and shall apply to any member of that team for similar actions and for the remainder of the game. An official warning shall be given only when the game clock is stopped and the ball is dead.

 

·         While a player is in the act of shooting, opponents shall not be permitted to disconcert that player by actions such as waving a hand(s) to obstruct the shooter’s field of vision, shouting loudly, stamping feet heavily or clapping hands near the shooter. To do so may result in a technical foul if the shooter is disadvantaged by the action or a warning if the shooter is not disadvantaged.

 

Permission to stand


Only the head coach is permitted to remain standing during the game. This also applies to any individual who replaces the head coach for any reason. Coaches may not take turns being the head coach and standing during the game. Coaches must also remain within the coach’s box which is the sideline between the two ends of the bench. They may approach the scoring table during a stoppage in play to obtain information but must return to the coach’s box to resume giving tactical information to her/his team.
